Project: Construction of Cafeteria and Sitting Places in H-Block, LDA Avenue-I, Lahore
Tender Type: Single Stage – Two Envelope Procedure (PPRA Rule 38(2)(a))

Lahore Development Authority (LDA) invites electronic bids from eligible engineering firms/contractors registered on the EPADS portal. Bidders must hold valid PEC licenses, be active filers with FBR (NTN) and PRA (PNTN), and fulfill the criteria listed below.

Participation Instructions

Registration
Firms must be registered on EPADS under Punjab PPRA.
Bidding Documents
Available online on the EPADS portal along with this notice.
Proposal Submission
Bids must be submitted electronically (Technical & Financial) as PDF files via EPADS, in line with PPRA Regulation 6(4) – 2024.
Bid Security
Submit a 5% Bank Guarantee of the estimated cost from a scheduled bank in Pakistan, in favor of Lahore Development Authority. This must be submitted in original before the deadline at the office of the undersigned. Failure to do so will lead to disqualification.
Opening Procedure
- Only Technical Proposals will be opened on the tender opening date.
- Financial Proposals will be opened later, only for technically responsive bidders.
Other Terms
- Bids found corrupt, unreadable, or virus-infected will be rejected as per Regulation 8(4) of PPRA 2024.
- Conditional bids will not be accepted.
- All applicable government taxes shall be borne by the firm at the time of payment.
- If the tender opening falls on a public holiday, the process will resume the next working day.

Technical Evaluation Criteria

To be considered responsive, the bidder must meet all the following conditions:

1	Valid PEC License in Category C-5 & Above with specialized codes CE-01 and CE-10. (Mandatory)
2	Valid Income Tax Registration (NTN) with FBR.
3	Valid Punjab Revenue Authority (PRA) registration.
4	Average working capital of at least 50% of the estimated cost, based on the last three financial years (2020–2024).
5	Closing bank balance equal to or more than 25% of estimated cost (Bank statement of last 3 months required).
6	Bank credit line limit equal to or more than 25% of estimated cost (Facility Offer Letter required).
7	Completion of at least two similar projects each valued at 50% or more of the estimated cost in the last 6 years (with valid documentation).

Important Notes:

All 7 criteria must be met for a bidder to be considered technically responsive.
If any required document is missing, the proposal will be deemed unresponsive.
In case of a Joint Venture (JV):
- Lead partner must fulfill criteria #1 to #7.
- Other partners must meet criteria #1 to #3.
