Punjab Irrigation Department, Mianwali Canal Division, invites e-tenders on item rate basis under the Market Rate System from approved and PEC-registered contractors for the year 2024–25. Tenders shall be processed via the Punjab PPRA E-Tendering System (EPADS) in accordance with updated PPRA Rules.

Key Instructions & Terms

1. Eligibility:

   • Contractors must be enlisted with the Irrigation Department for 2024–25 and have a valid PEC registration in the relevant category.

   • Enlistment/renewal fee must be deposited with the department.

2. E-Bidding Process:

   • Bids must be submitted online via Punjab EPADS.

   • Deadline for submission: 29.04.2025 (Tuesday) at 02:00 PM.

   • Bidders must also submit original Earnest Money (CDR/Bank Guarantee/Pay Order) to the Central Procurement Committee at the Office of the Additional Secretary (Technical), Irrigation Secretariat, Old Anarkali, Lahore by the same deadline.

3. Bid Opening:

   • Bids will be opened on 29.04.2025 at 02:30 PM at the same office in Lahore.

   • All participants must be present as quoted rates will be retrieved and announced.

4. Bid Security & Performance Guarantee:

   • Earnest Money: 5% of the estimated cost.

   • Lowest bidder must deposit up to 10% Performance Guarantee from a scheduled bank within 15 days of acceptance notice or bid expiry, whichever is earlier.

5. Disqualification & Rejection:

   • Fake documents/information will result in disqualification and blacklisting.

   • Hand-submitted bids or incomplete/conditional bids will not be accepted.

   • The procuring agency reserves the right to reject any or all bids as per PPRA Rule-35.

6. Other Conditions:

   • All bidders must assess site conditions beforehand.

   • Construction schedule to be submitted within 7 days of acceptance.

   • Payment is subject to verification by third-party consultants and availability of funds.

   • No interest will be paid for payment delays due to funding issues.

   • Punjab Sales Tax (PST), contingency, and departmental charges are not included in the civil cost estimates.

   • All relevant government taxes will apply.
