Dawood University of Engineering and Technology (DUET), Karachi invites proposals from experienced and reputable service providers/caterers for operating canteen/cafeteria and photocopy shop services on a rental basis. Firms must be registered with FBR for Income Tax and Sales Tax in the relevant category.
The purpose of this RFP is to ensure:

Provision of nutritious, hygienic, and quality food and beverages.

Maintenance of cleanliness and sanitation in designated service areas.

Full compliance with applicable health, safety, and regulatory standards.

Eligibility Criteria

Mandatory registration with FBR (Income Tax & GST) and SRB.

Issuance of Documents: 15th April 2025 to 29th April 2025 (up to 01:00 PM)

Last Date for Submission: 29th April 2025 (up to 02:00 PM)

Opening of Bids: 29th April 2025 at 03:00 PM
In case of a public holiday or any unforeseen situation, the process will resume on the next working day as per the original schedule.
Document Submission

RFP documents can be downloaded from the DUET website or the Sindh EPADS portal.

Suppliers must register on the EPADS portal prior to bid submission.

Tender fee (non-refundable) and bid security must be submitted as a Pay Order in favor of Dawood University of Engineering & Technology, Karachi.

Submissions should be made to the Director (Works & Services), DUET.

Bids will be opened at the Seminar Hall, DUET, Karachi.
Bid Rejection Conditions
Bids shall be rejected if:

Submitted conditionally or via telegraph.
-
Not accompanied by required bid security and tender fee.
-
Submitted after the specified date/time.
-
Lacking signature and official stamp.
-
From blacklisted firms (must attach affidavit confirming not blacklisted).
-
Missing required documents as per the qualification criteria.
Award Criteria
The contract will be awarded to the highest rent bidder who qualifies through evaluation. The initial contract term is one year, extendable up to four years.
The procuring agency reserves the right to accept or reject any or all bids in accordance with the Sindh Public Procurement Rules, 2010 (amended to date).
