1. Project Overview:

   The Government of Pakistan has received funding from the International Bank for Reconstruction and Development (IBRD) toward the cost of the Competitive and Livable City of Karachi (CLICK) project. The funds will be utilized for contracts related to MC Schemes 2025-26 (Activity-2), specifically Lot 1. The Borrower will process payments via the Direct Payment Disbursement Method, as outlined in the World Bank's Disbursement Guidelines for Investment Project Financing.

2. Description of Works:

   The Competitive and Livable City of Karachi (CLICK), Local Government Department, invites sealed bids for the following works under Lot 1:

   • Rehabilitation of Connecting Roads in various UCs in Shah Faisal, Malir, and Jinnah.

   • Construction/Rehabilitation of Stormwater Drainage Systems.

   • Repair/Construction of Public Infrastructure such as the Asso Goth Maternity Home and Khuwaja Muhammad Awan Sports Complex.

3. Bidding Process:

   Bidding will follow National Competitive Bidding (NCB) procedures as per the World Bank's Procurement Regulations for IPF Borrowers (July 2016, revised November 2020). The process is open to all eligible bidders as defined by the Procurement Regulations and adheres to the World Bank's policies on conflict of interest.

4. Bidder Information:

   Interested bidders may obtain additional information from the Program Director, CLICK at info@click.gos.pk or inspect the bidding documents during office hours (0930 to 1630 hours) at the following address:

5. Bidding Documents:

   A complete set of bidding documents (in English) can be purchased upon submission of a written application to the address provided and payment of a nonrefundable fee of PKR 20,000 in favor of "Program Director CLICK". The payment must be made via cash only, and documents may be collected in person.
   Alternatively, bidding documents can also be accessed online at CLICK.GOS website.

6. Bid Submission Deadline:

   Bids must be delivered to the above address no later than 02:30 p.m. on 6th May, 2025 and must be accompanied by a Bid Security equal to 2% of the total bid value or an equivalent amount, in the form of Pay Orders, Bank Guarantees, or Demand Drafts in a freely convertible currency.

7. Bid Opening:

   Bids will be publicly opened on 6th May 2025 at 02:30 p.m. in the presence of the bidders' representatives or anyone who chooses to attend. Late bids will be rejected. Electronic bidding will not be permitted.
