Punjab Irrigation Department, through its Khangarh Canal Division in Muzaffargarh, invites electronic bids from eligible firms or individuals registered with the Pakistan Engineering Council and duly enlisted with the department in the relevant category. The tender is being processed under the Single Stage – Single Envelope bidding procedure.

Bidders must submit the prescribed bid security in the form of a deposit at call or bank guarantee in favour of the Executive Engineer, Khangarh Canal Division. The original bid security must be delivered by hand to the Tender Opening Committee prior to the bid submission deadline; failure to do so will result in disqualification.

Important Instructions

1. Bidding will follow the PPRA Rules 2014 (updated) and the Government of Punjab’s E-Procurement regulations.

2. Any bid submitted without the prescribed bid security will not be considered.

3. Items without quoted prices will be treated as offered free of cost and no payments will be made for them.

4. Bidders are advised to thoroughly inspect the project site and ensure familiarity with local conditions before submitting bids.

5. All technical specifications and drawings can be reviewed during office hours at the Executive Engineer’s office.

6. Work must conform to approved designs, drawings, and PWD specifications.

7. The successful bidder must sign an agreement within 15 days of acceptance and provide a Performance Guarantee (5% of accepted cost) in the form of a bank guarantee, CDR, or Pay Order.

8. If the bid is 5% or more below the estimated cost, the bidder must also provide a Quality Assurance Security equal to the difference.

9. The contractor must submit a detailed construction schedule upon award; failure to comply may incur penalties.

10. The Earnest Money for the second and third lowest bidders will be returned after tender approval.

11. If two or more bids are tied with the same lowest rate, the final decision will rest with the competent authority.

12. Payment will be based on actual work executed and verified by NESPAK ADP Consultants or any appointed committee.

13. Delays in government funding may impact project processing or payment, and no interest claims will be entertained.

14. The procurement agency reserves the right to reject any or all bids prior to acceptance without obligation to justify.
