Punjab Highway Department invites e-tenders from eligible Engineering Firms / Contractors for the following scheme on item rate basis through the PPRA E-Tendering System, in line with the relevant PPRA Rules (amended up to date).

Terms & Conditions:

1. Eligibility:
   Interested Contractors / Firms must be registered with the Pakistan Engineering Council (PEC) in the relevant category/code with a valid PEC license.

2. E-Tendering Registration:
   All participating firms must be registered on the Punjab PPRA E-Procurement Portal Information regarding registration is also available at PPRA Website.

3. Earnest Money (Bid Security):
   An amount equal to 2% of the estimated/bid cost must be uploaded in the form of Call Deposit Receipt (CDR) in favor of the Executive Engineer.

   • The scanned copy of CDR must be uploaded on the e-Procurement website.

   • The original CDR must be submitted to the Tender Opening Committee half an hour before the opening time.

   • Failure to do so will result in disqualification.

4. Bid Opening:

   • Date & Time: 23rd April 2025 at 12:30 PM

   • Venue: Office of Commissioner, Sahiwal Division, Sahiwal
     All bids will be retrieved and opened in the presence of the Tender Opening Committee and participating bidders.

5. False Documentation:
   Submission of any fake document or information, such as a forged CDR/receipt, will result in immediate disqualification and blacklisting from all future tenders. Recommendations for blacklisting will also be forwarded to PPRA and PEC.

6. Right to Reject:
   The Procuring Agency reserves the right to reject any or all bids under PPRA Rule-35.

7. Execution Standards:

   • Rigid Pavement must be executed using Concrete Batching Plant and Concrete Paving Machine.

   • TST/DST/Surfacing must be executed using mechanized systems.

8. Old Material Credit:
   Recovery from credit of old material will be adjusted manually, and bids will be evaluated accordingly.

9. Rate Quotation:

   • Bidders must quote item rates against each item listed in the approved DNIT / BOQs.

   • Bids quoting rates in percentage above or below the estimated cost shall be declared non-responsive.
