Punjab Highway Department invites tenders from registered engineering firms and contractors on an item-rate basis for the following schemes, in accordance with the PPRA E-Tendering System, as per the relevant PPRA Rules (amended up to date). The details of the tendering process and requirements are as follows:

Eligibility Criteria:

1. Registration Requirement:

   • Only those contractors or firms that are registered with the Pakistan Engineering Council (PEC) in the relevant category and code are eligible to participate. A valid PEC license is mandatory.

2. Punjab PPRA Registration:

   • Contractors or firms must be registered on the Punjab PPRA website. For any information or assistance regarding registration, please visit ppra.punjab.gov.pk/eprocurement.

3. Earnest Money:

   • An earnest money deposit in the form of a CDR (Bank Draft) for 2% of the estimated or bid cost must be uploaded to the website. The bids must be submitted with the required rates filled in for each item of work by half an hour before the scheduled opening time.

   • The original CDR must also be submitted to the Tender Opening Committee on the same day, half an hour before the bid opening. Failure to do so will result in disqualification.

4. Tender Opening:

   • After submitting the bids on the website, contractors should attend the office of the Commissioner, Sahiwal Division, Sahiwal, on April 21, 2025, at 12:30 PM, where the bids will be opened, and the successful bidder will be announced in the presence of the Tender Opening Committee.

5. Disqualification for False Information:

   • Any contractor or firm found submitting fake documents, such as counterfeit CDRs or receipts, will be disqualified from the current tendering process. The firm will also be blacklisted from participating in future tenders with the C&W Department. Additionally, recommendations for blacklisting will be forwarded to PPRA and PEC for further action.

6. Rejection of Bids:

   • As per PPRA Rule-35 (Rejection of Bids), the procuring agency reserves the right to reject any or all bids or proposals at any time prior to acceptance.

7. Work Requirements:

   • Rigid pavement construction will be carried out using a concrete batching plant and concrete paving machine.

   • The surfacing of TST/DST shall be executed using a mechanized system.

   • Adjustments for old material credit will be made manually, and the evaluation of bids will reflect this.

8. Bid Evaluation:

   • Bidders are required to quote item rates against each work item listed in the approved DNIT/BOQs. Any bid quoting rates above or below the approved cost will be considered non-responsive.
