Municipal Corporation, Sahiwal invites sealed item rate tenders in accordance with PPRA rules for the following procurement under the FY 2024-25. The tenders will be accepted based on TS rates (according to MRS 1st Bi-Annual 2025) from contractors who meet the eligibility criteria for the EPADS Financial Year 2024-25, have deposited their enlistment fee, and are registered in the relevant categories.

Important Terms and Conditions:

1. Bidding Method: The bidding will be conducted through EPADS using the Single Stage One Envelope method as specified in PPRA Rules.

2. Bid Documents: The bid documents are available on the EPADS and PPRA websites. Bidders must fill in all required forms and tables in the provided documents and must stamp and sign them before submitting on EPADS.

3. Submission Deadline: The bids must be submitted on EPADS from the date of publication up until 18-04-2025 by 12:00 PM.

4. Earnest Money: The bid security/earnest money in the form of a Call Deposit Receipt (CDR) must be uploaded along with the bidding documents on EPADS. The original CDR/bank guarantee must be submitted to the office of the Municipal Corporation Sahiwal after submitting the bid on EPADS, before the closing date. Failure to comply will result in rejection of the bid.

5. Bid Opening: All received bids will be opened on EPADS on 18-04-2025 at 12:30 PM at the office of the Municipal Corporation Sahiwal in the presence of the tender opening committee and any bidders or their authorized representatives who choose to attend.

6. Bid Calculation: The total bid price will be calculated by multiplying the unit rate of each item by the quantity of that item.

7. Rate Submission: It is mandatory for all participating bidders to quote unit rates both in numbers and words against each item on the prescribed price schedule provided in the bidding documents. Any rates submitted in a different format will be rejected.

8. Government Taxes: The item rates shall be inclusive of all applicable government taxes, excluding Punjab Sales Tax (PST), which will be applicable on the total bid price, calculated by multiplying unit rates and quantities.

9. Rejection Criteria: Conditional, incomplete, unsigned, altered, overwritten, or doubtful bids will be rejected.

10. Performance Guarantee: A Performance Guarantee will be required as per the applicable government rules, as outlined in the bidding documents.

11. Rejection of Bids: The Competent Authority reserves the right to reject all bids at any time before the approval/acceptance of the rates.

12. Completion Time: The time period for completing the work will be specified in the Work Order after the approval of the lowest bidder's rates.

13. Quality Control: The successful bidder, upon receiving the work order, will be required to conduct necessary quality control tests at their own expense.

14. Arithmetical Mistakes: In case of any arithmetical or typing mistakes, the original documents will be considered final.

Work Details:

Note: Item rates against each item in the price schedule must be quoted in both words and figures for the proper evaluation of the bid. In case of any conflict between the total bid price and unit rate, the unit rate will prevail.
