EPADS-E-TENDERING NOTICE

Municipal Committee Bahawalnagar invites sealed bids through EPADS from contractors who have their names enlisted/renewed for the current financial year 2024-25 by the Pakistan Engineering Council. The bidding will be conducted under the "Single Stage One Envelope" procedure as per the Punjab Procurement Rules 2014, and it is open to all eligible bidders.

   • Bid Submission Deadline:

     • 15-April-2025 at 12:00 PM via EPADS.

   • Bid Opening:

     • 15-April-2025 at 12:30 PM on EPADS in the presence of participating contractors or their authorized representatives.

3. Bid Requirements:

   • Bid Security:

     • 5% of the estimated cost in the form of CDR from any scheduled bank in Punjab in favor of the Chief Officer, Municipal Committee Bahawalnagar.

   • Rates:

     • Contractors must quote their rates in numbers and words either above or below the estimated cost on a percentage basis.

4. Additional Instructions:

   • If the lowest quoted tender rates are below the estimated cost, the lowest bidder is required to deposit an additional performance security from a scheduled bank equal to the lowest percentage of the estimated cost (including the CDR deposited during tendering) within 15 days of notice issuance. Failure to do so will result in the forfeiture of the 5% deposit and re-tendering.

   • Conditional, unsigned, incomplete, overwritten, and doubtful bids will be rejected.

5. Rejection of Bids:

   • According to PPRA Rule-35, the procuring agency may reject all bids or proposals at any time before the acceptance of a bid. The agency will communicate the grounds for rejection but is not obligated to justify those grounds.

6. Quality Control:

   • Contractors to whom work orders are issued must conduct the required quality control tests at their own expense.

7. Non-Responsive Bids:

   • Non-responsive bids will be rejected.
