Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, as a federal enterprise supporting the German Government's objectives for international cooperation on sustainable development, invites consulting firms to submit expressions of interest (EOI) for a consultancy on a mapping study on Human Rights and Environmental Due Diligence (HREDD) processes in Pakistan's textile sector supply chain. This study is part of GIZ's Improving Labour, Social, and Environmental Standards in Pakistan's Textile Industry (TextILES II) project.
Objective:
The goal of this study is to conduct a sectoral risk analysis to identify potential social and environmental risks and assess the current implementation of HREDD in the textile sector supply chain. The study will align with international frameworks, including the German Supply Chain Due Diligence Act and the EU Corporate Sustainability Due Diligence Directive.
Eligibility Requirements:
To apply, consulting firms must meet the following criteria:

Firm Registration: Must have valid firm registration.

Tax Registration: Must be on the active sales taxpayers' list of FBR and provincial tax authorities, based on the place of registration.

Consultancy Experience: Must have a minimum of 5 years of verifiable consultancy experience.

Relevant Project Experience: Must have completed at least two similar projects (mapping study or risk assessment) in the last 5 years.

Financial Stability: Must have an annual financial turnover of at least PKR 15 million in any of the last three years.

Operational Office: Must have an operational or liaison office in Lahore.

Technical Expertise: Must have technical experts based in Multan, Sialkot, Faisalabad, and Karachi.

Separate sections addressing each of the 7 eligibility requirements

Details of relevant and successful projects completed recently, demonstrating the required qualifications and experience

All correspondence, proposals, and dealings with GIZ Pakistan must be in English.

Only firms that pass the EOI Eligibility Assessment will be invited to submit detailed technical and financial proposals (RFP).
