Small & Medium Enterprises Development Authority (SMEDA) invites proposals from qualified and reputable consulting firms for the design and implementation of the National Subcontracting Development Program. Firms must be registered with the Public Procurement Regulatory Authority (PPRA) for e-procurement via the EPADS system and should possess relevant expertise and capacity in executing Subcontracting Development Programs.

Key Information

1. RFP Availability
   The RFP document, including detailed Terms of Reference (TORs), can be downloaded free of cost from the following platforms:

   • EPADS

   • PPRA

   • SMEDA

2. Pre-Bid Meeting
   To clarify any questions from interested bidders, a pre-bid meeting will be held:

   • Date & Time: 21st April 2025, 2:00 PM

   • Venue: SMEDA Head Office, 5th Floor, Building No. 3, Aiwan-e-Iqbal Complex, Egerton Road, Lahore

3. Proposal Submission
   Interested firms must submit their technical and financial proposals electronically through the PPRA EPADS system using the Single Stage – Two Envelope Procedure.

   In addition, firms must submit the following:

   • A Proposal Security Declaration on legal stamp paper of PKR 100 (use Form-6) in original, to be attached with the technical proposal.

   • All required supporting documents as stated in the RFP.

   • Submission Deadline: 30th April 2025, by 11:00 AM

   • Opening of Technical Proposals: 30th April 2025, at 11:30 AM

4. Evaluation & Award

   • Technical proposals will be evaluated according to the criteria provided in the RFP.

   • Only technically qualified firms will have their financial proposals opened.

   • Contract award will be made using the Quality and Cost Based Selection (QCBS) method.

5. Right to Accept or Reject
   SMEDA reserves the right to accept or reject any or all bids, in accordance with PPRA rules.
