Parks & Horticulture Authority, Lahore invites bids through EPADs from firms/contractors who are registered with the Pakistan Engineering Council (PEC) and possess a valid certificate. These firms can participate in the open E-Tendering System upon registration with EPADs. The Single Stage – Single Envelope procedure will be followed, in strict adherence to PPRA Rules 2014. Contractors can participate in E-Tendering once they fulfill the terms and conditions outlined below.

Important Notes:

1. Bidding Documents can be downloaded and printed from EPAD or PPRA Website. Bidders must scan and upload the bids electronically on EPAD after quoting rates on an item-wise basis.

2. Bid Submission:

   • Financial Bids must be uploaded on EPAD by 01:00 PM on the above-mentioned date.
   • Bids will be opened on the same day at 01:30 PM in the presence of the procuring committee of Parks & Horticulture Authority Lahore.

3. Public Holiday:

   • If there is a public holiday on the bid opening date, the bids will be opened on the next working day.

4. Bid Security:

   • A 2% Bid Security for each work in the shape of a Call Deposit Receipt (CDR) from a scheduled bank, in favor of Parks & Horticulture Authority Lahore, must be submitted in the office of the undersigned by 01:00 PM on the submission date. Financial bids will not be opened without this security.

5. Conditional Bids:

   • Conditional bids will not be entertained.

6. Additional Performance Security:

   • If the bid is less than 5% of the estimated cost, the bidder must deposit an additional performance security in the shape of a bank guarantee at the time of the award of work. The security will be released after the successful completion of work, or forfeited if the work is not completed.

7. Right to Reject:

   • The procuring agency reserves the right to reject all bids or proposals at any time prior to the acceptance of a bid or proposal. The reasons for rejection may be communicated to bidders upon request, but no justification is required under PPRA Rules.
