Lahore Development Authority (LDA) invites electronic bids under the Single Stage – Two Envelope procedure [Rule 38(2)(a) of PPRA Rules 2014 (amended)] for the following development work.

Only firms/contractors registered on the EPADS portal and holding valid PEC Licenses in the relevant category (C-4 & above), along with active NTN and PNTN status, are eligible to participate.

Participation Guidelines

1. Registration
   Interested contractors must be registered with the Punjab Procurement Regulatory Authority (PPRA) on the EPADS portal.

2. Availability of Documents
   Complete Bidding Documents (Technical & Financial) are available immediately on the EPADS portal upon the publication of this notice.

3. Proposal Submission

   • Bidders must upload both Technical and Financial Proposals in PDF format through the EPADS portal as per PPRA Regulation 6(4) - 2024.

   • Financial Proposals must be filled clearly in figures and words, in accordance with the BOQ.

4. Bid Opening

   • Only Technical Proposals will be opened on the tender opening date.

   • Financial Proposals of technically qualified firms will be opened later as per the evaluation schedule.

5. Bid Security

   • A Bid Security amounting to 5% of the estimated cost must be submitted as a Bank Guarantee from a scheduled bank in Pakistan, in favor of Lahore Development Authority.

   • The original Bank Guarantee must be delivered to the undersigned before the submission deadline; otherwise, the bid will be disqualified.

6. Other Conditions

   • If the tender opening day falls on a public holiday, the bids will be opened on the next working day, at the same time and venue.

   • Telegraphic or postal submissions are not accepted. Bids must be submitted electronically through EPADS only.

   • Bids that are corrupt, unreadable, virus-infected, or conditional will be rejected per Regulation-8(4) of PPRA Regulations-2024.

   • Bidders are responsible for paying all applicable government taxes at the time of payment.

7. Right to Reject

   • LDA reserves the right to accept or reject any or all bids in accordance with PPRA Rules.
