Metropolitan Corporation Lahore (MCL) is inviting e-tenders for the procurement of operational/field vehicles, along with parking lots and sheds for Shalimar Zone MCL. The procurement process will follow the single-stage, two-envelope procedure as per the PPRA Rules 2014 (amended from time to time).

Eligibility Criteria: Bidders must be eligible manufacturers or authorized dealers with a minimum of 13 years of manufacturing experience.

1. Procurement Process:

   • The procurement will be carried out through E-Procurement (EPADS).

   • The E-Tender Notice and Bidding Documents can be found on EPADS and PPRA websites.

   • If any e-bid or submission is found corrupt or contains a virus, it will be rejected as per Regulation 8 (4) of PPR 2024.

2. How to Submit Your Bid:

   • The E-bid must be uploaded in PDF format via EPADS, in line with Regulation 6 (4) of PPR 2024.

   • The bidding procedure will be a Single-Stage, Two-Envelope process, and bids will be evaluated using the Least Cost Method.

3. Earnest Money:

   • An earnest money of 3% of the estimated cost must be submitted via CDR (Cash Deposit Receipt) from any scheduled bank.

   • The original CDR must be presented to the Metropolitan Officer (Infrastructure) on the bidder’s letterhead at least 30 minutes before the bid closing time.

   • Failure to submit the original CDR will result in the rejection of the bid.

4. Bid Submission & Opening:

   • Bid Submission Deadline: 11th April 2025 by 10:30 AM.

   • Bid Opening: Bids will be opened on EPADS at 11:00 AM on the same day. The opening will take place at Town Hall, Lower Mall, Lahore, in the presence of the bidders or their representatives.

5. Additional Requirements:

   • Bidders should ensure that all documents are duly signed and stamped by an authorized representative.

   • The price schedule and bid security should be submitted on the bidder’s official letterhead.

   • The financial instrument (CDR) must be submitted in hard copy, in addition to uploading the soft copy on EPADS.

6. Other Important Notes:

   • The Procuring Agency reserves the right to reject all bids at any time before the award of the contract, as per PPRA Rules 2014 (Rule 35).

   • There should be no cutting or amendments in the bid quoted through the electronic system.

   • Telephonic, conditional tenders, or tenders submitted without earnest money will not be entertained.

   • All relevant rules will apply.
