Project Title: Strengthening of University of Narowal
Procurement: Establishment of Media Lab Studio
The University of Narowal is pleased to invite electronic bids from eligible and reputable firms, companies, sole proprietors, and general order suppliers engaged in trading and registered with relevant tax and registration authorities (such as Income Tax, Sales Tax, and Punjab Sales Tax departments).
This procurement will be carried out under the Single Stage – Two Envelope bidding procedure, in accordance with Punjab Procurement Rules 2014.

How to Participate

Bidders must submit their bids electronically via the E-PADS portal. Manual submissions will not be accepted.

Bids must include both technical and financial proposals, properly signed and stamped.

A Bid Security of 2% (i.e., PKR 700,000) of the estimated cost must be submitted in the form of CDR / Bank Guarantee / Demand Draft / Pay Order via the E-PADS portal. The original bid security must also be delivered to the address provided below before the submission deadline.

An original affidavit on Rs. 100/- e-stamp paper must also be submitted to the same address, declaring that the bidder has never been blacklisted by any Government, Semi-Government, Autonomous Body, or Private Organization.

Bidding documents are available for download free of cost from the University of Narowal website, PPRA, and E-PADS platforms.

The University is not responsible for any delays in the submission of e-bids, delivery of bid security, or affidavit documents.

Incomplete, unsigned, unstamped, or late bids will not be entertained.

If the closing date falls on an official holiday, the next working day will be considered the deadline.

Bid Validity: 120 days from the last date of bid submission.

The University of Narowal reserves the right to reject any or all bids at any time before acceptance, as per Rule 35 of the Punjab Procurement Rules 2014.
