Federal Board of Revenue (FBR), under the Government of Pakistan, is inviting sealed bids from qualified vendors for the installation and maintenance of a Video Analytics System specifically for cotton bale counting in the textile sector. The purpose of this system is to ensure high-accuracy counting, real-time data capture, and seamless integration with FBR’s monitoring platforms to support tax enforcement.

Steps for Participating Vendors:

1. Pre-Bid Meetings:
   Two pre-bid meetings will be held to clarify vendor queries and provide opportunities for vendors to present their preliminary solutions.

   • Pre-Bid Meeting 1: April 11, 2025, at 10:00 AM at FBR House in Islamabad (also available virtually).

   • Pre-Bid Meeting 2: April 18, 2025, at 10:00 AM at FBR House in Islamabad.

2. Bid Submission:
   All bids must be submitted through the e-PADS system by 11:00 AM, May 8, 2025. Bids will be opened in public at 11:30 AM on the same day at FBR House, Islamabad.

3. Bid Security:
   A Bid Security of PKR 1,000,000 (or its equivalent in freely convertible foreign currencies for foreign bidders) is required as part of the submission.

4. Testing & Demonstration:
   Vendors must provide an indicative pricing structure and conduct a testing demonstration at a designated FBR site to verify that their system meets the operational and technical requirements.

Important Notes:

• Bid Rejection: FBR has the right to reject any or all bids at any point before the acceptance of a bid as per Public Procurement Rule 33.

• Electronic Submission Only: All bids must be submitted through e-PADS and will not be entertained if submitted through other means.

• Bid Opening Date Changes: If the bid opening date is declared a public holiday, the next working day will be considered the submission and opening date.
