(Single Stage - One Envelope Procedure)

The Higher Education Commission (HEC), Pakistan, invites sealed bids from reputable firms registered with the Income Tax and Sales Tax Departments, and meeting the requirements outlined in the bidding document for the services mentioned above.

Bidding Documents:

• Interested bidders can download the bidding documents from the HEC Website free of cost.

• A hard copy of the bidding document can also be obtained from Mr. Engineer Farhadullah (Assistant Director, IT Division), Higher Education Commission, Sector H-9, Islamabad, during working hours (Monday to Friday, 08:00 AM - 04:00 PM).

• Bidders are required to purchase a registered copy of the bidding document from HEC to participate in the tender process.

• The cost of the bidding documents is Rs. 2000/-, which must be deposited via bank transfer to HEC Finance's HBL Account No. 17427900133401. A banking receipt must be submitted to HEC Finance for confirmation of the deposit before the bid submission date.

Bid Submission Requirements:

• The bidder must submit a bank draft or pay order (from a scheduled bank) for the fixed amount of Rs. 60,00,000/- as Earnest Money. The draft/pay order must be placed in a sealed envelope marked "Earnest Money" and submitted alongside the proposal.

Submission & Opening Details:

• Bids must be submitted through the PPRA e-Pak Acquisition and Disposal System (EPADS), and hard copies must physically reach the HEC IT Division, Sector H-9, Islamabad, by April 22, 2025 (Tuesday) before 1330 hours.

• Bid opening will take place on the same day at 1400 hours at the HEC Auditorium, Sector H-9, Islamabad, in the presence of the bidders who wish to attend.

Please note: Failure to comply with these requirements will result in bid rejection. HEC reserves the right to accept or reject any or all bids at any stage and will provide reasons for such decisions.
