Municipal Committee Burewala (hereinafter referred to as “the Client”) invites E-Bids in PDF format through the E-Pak Acquisition and Disposal System (EPADS) from eligible Contractors, Firms, Manufacturers, or Authorized Dealers, who are:

• Registered with EPADS,

• Registered with FBR and PRA (having valid NTN and PNTN),

• Registered with Pakistan Engineering Council (PEC) in the relevant category.

Key Requirements and Instructions:

1. Bid Security:
     All bids must include a Bid Security equivalent to the amount mentioned above. It must be in the form of CDR, Bank Guarantee, Demand Draft, or Pay Order, made in favor of:
     Chief Officer, Municipal Committee Burewala.

2. Submission of Original Bid Security:
     The original Bid Security must be sealed and submitted to the office of the Municipal Committee Burewala before the bid submission deadline, clearly mentioning the tender title on the envelope.

3. Bid Submission Platform:
     All bids must be completed and uploaded in PDF format via the e-PADS portal.

4. Corrupt or Virus-Infected Files:
     Any e-bid file found to be corrupt, unreadable, or virus-infected will be rejected.

5. Bidding Procedure:
     The procurement will follow the Single Stage – Two Envelope bidding process.
     - Technical and Financial bids must be submitted as separate encrypted files.
     - Only technically responsive bidders will have their financial bids opened.

6. General Conditions:
     - The Procuring Authority reserves the right to reject any or all bids prior to acceptance, under Rule 35 of Punjab Procurement Rules 2014.
     - Conditional bids will not be accepted.
     - Bidders must mention amounts in figures and words clearly.
     - If the submission date falls on a public holiday, the next working day will be considered.
     - Bids shall remain valid for 120 days from the date of opening.
     - Late uploads will not be entertained. Bidders are advised to upload bids well before the deadline.
