Eligibility Criteria:

1. Valid PEC Registration in C-6 (EE-06) or above in the relevant category.
2. NTN Certificate of FBR.
3. Valid Professional Tax Certificate.
4. Registered with Sindh Revenue Board.
5. Electric Contractors License valid from the Electrical Inspector, Government of Sindh.
6. Proof of PEC registered Engineer with the firm, with the engineer’s presence required at the time of issuance and opening of the tender.
7. Contractor must have successfully executed similar work during the past 5 years, equivalent to at least:
   • One work of 80% of the estimated cost, or
   • Two works of 50% of the estimated cost.
   • Proof of work orders and completion certificates are required.
8. Application for Issuance of Tender Documents should be addressed to the Chief Engineer (E&M) KMC and submitted to the Accounts office (E&M), along with all required documents and a pay order for the tender cost.
9. Bank statement of the firm for the last 5 years to confirm financial soundness, with a minimum annual turnover equal to the cost of the project.
10. The name of the firm must appear on both the pay orders for Tender Cost and Earnest Money to ensure proper participation.
11. Submit an affidavit on Rs. 100 stamp paper confirming that the firm is not blacklisted by any Government or Semi-Government Department.

Terms & Conditions:

1. If the tenders are not responded to on the above date, the next submission and opening date will be 17-04-2025, with the tender documents available for sale up to 16-04-2025.
2. The tender documents will be issued to contractors on submission of a written request addressed to the Chief Engineer (E&M) KMC and on payment of the non-refundable tender cost via pay order from any scheduled bank.
3. In case the date of opening or last date of sale is declared a public holiday or non-working day, the next working day will be considered for submission and opening.
4. The total bid amount and rates of individual items must be filled in both figures and words. Any corrections must be initialed by the contractor.
5. Only substantially responsive bids will be eligible for further evaluation. Non-compliance with eligibility criteria will result in rejection.
6. Joint ventures between two or more firms are allowed, subject to compliance with PEC rules.
7. If fake documents are found, the tender will be rejected/canceled without compensation and penalties as per the rules.
8. Canvassing in connection with tenders is prohibited, and any bids submitted with canvassing will be rejected.
9. If a bidder submits an unbalanced bid, extra performance security may be required to protect against financial losses.
10. The bid security of unsuccessful bidders will be released once the contract is finalized with the successful bidder.
11. The procuring agency reserves the right to reject any or all bids as per SPPRA Rules 2010.
12. Contract conditions are available on the KMC website: www.karachicity.gov.pk.
13. Non-compliance with the eligibility criteria will result in summary rejection of the tender.
