Lahore Development Authority (LDA), Urban Development Wing, invites electronic bids under Single Stage – Two Envelope procedure (as per PPRA Rule 38(2)(a)) from experienced engineering firms/contractors registered with Pakistan Engineering Council (PEC) and on EPADS. Interested firms must hold a valid PEC License in the relevant category, and must be active Income Tax and Punjab Sales Tax filers.

All procurement will be carried out strictly in line with Punjab Procurement Rules 2014 (amended to date).

Important Instructions for Bidders

1. Eligibility: Only contractors registered with PEC in Category C-4 or above, and registered on EPADS are eligible to participate.

2. Bidding Documents: Complete tender documents (Technical & Financial) are available on EPADS and can be accessed upon uploading of this notice.

3. Submission: Bidders must submit both Technical and Financial Proposals online via EPADS as PDF files, in line with Regulation 6(4) of PPRA Regulations 2024.

4. Technical Evaluation: Only technical proposals will be opened on the tender opening date. Financial proposals of technically qualified bidders will be opened later, as per the announced schedule.

5. Bid Security: A 5% Bid Security (of the estimated cost) must be submitted as a Bank Guarantee from a scheduled bank in favor of Lahore Development Authority. This must be submitted physically to the office before the bid submission deadline. Bids without valid security will be disqualified.

6. Validity: The bid security should remain valid for at least 30 days beyond the bid validity period.

7. Rejection Conditions:

   • Bids containing corrupt, unreadable, or virus-infected files will be rejected.

   • Conditional bids will not be accepted.

   • Bids submitted by telegraph or post are not acceptable.

8. Taxes: The selected firm will be responsible for all applicable government taxes at the time of payment.

9. Public Holiday Clause: If the submission or opening date falls on a public holiday, the next working day will be considered, with the same timing and venue.

10. Right to Reject: LDA reserves the right to reject any or all bids as per PPRA Rules.
