Metropolitan Corporation Lahore (MCL) invites e-tenders for the procurement of goods through the single-stage, two-envelope procedure. The tenders are open to eligible and experienced manufacturers or authorized dealers who have been in the manufacturing business for at least 13 years. The tender process will follow the PPRA Rules 2014, as amended.

Key Points:

1. Procurement Method: The process will be carried out via E-Procurement (EPADS).

   • You can find the E-Tender Notice and Bidding Document on the EPADS and PPRA Websites.

   • If the e-bid or submission is corrupted or contains a virus, it will be rejected as per Regulation 8 (4) of PPR 2024.

2. How to Submit the Bid:

   • Bidders must submit their E-bid by uploading a PDF file on EPADS as per Regulation 6 (4) of PPR 2024.

   • The bid procedure will be a Single-Stage, Two-Envelope method, and the bids will be evaluated using the Least Cost Method.

3. Earnest Money:

   • Bidders must submit earnest money amounting to 3% of the estimated cost in the form of a CDR (Cash Deposit Receipt) from any scheduled bank.

   • The original CDR should be submitted to the Metropolitan Officer (Regulation) on the bidder’s letterhead at least 30 minutes before the bid closing time. Failure to do so will result in the rejection of the bid.

4. Bid Submission & Opening:

   • Bid Submission Deadline: 11th April 2025 by 10:30 AM.

   • Bid Opening: The bids will be opened online at 11:00 AM on the same day via EPADS, at the Town Hall, Lower Mall, Lahore. Bidders or their representatives are welcome to attend the opening.

   • Note: All bids must include a scanned copy of the earnest money.

5. Additional Instructions:

   • Bidders should submit their documents duly signed and stamped by an authorized representative.

   • A price schedule and bid security must be submitted on the bidder’s official letterhead.

   • Both the hard copy of the financial instrument and a soft copy must be uploaded on EPADS.

   • The procuring agency reserves the right to reject all bids or proposals at any time before the acceptance, as per Punjab Procurement Rules 2014 (Rule 35).

6. Other Notes:

   • No amendments or cutting in the bid will be allowed after submission through the electronic system.

   • Telephonic bids, conditional tenders, or bids submitted without earnest money will not be entertained.

   • All relevant rules and regulations will be applicable.
