Municipal Corporation Rawalpindi invites tenders for various works from qualified firms/contractors who are registered with the Pakistan Engineering Council (PEC) and also registered on E-PAD as per the Government of Punjab's directions for the financial year 2024-25.

Key Tender Information:

1. Eligibility:

   • Bidders must be registered with PEC, PST, GST, and other relevant authorities.

   • The necessary documents such as PEC, GST, PST, and other required certificates must be attached with the bidding documents.

2. Bid Submission Deadline:

   • The bids must be submitted by 26th April 2025 at 12:00 PM.

   • Bids will be opened on the same day, 26th April 2025, at 01:00 PM by the Tender Opening Committee via E-PAD.

3. Tender Documents:

   • Interested bidders may obtain/download complete tender documents from E-PAD and submit their bids via E-PAD.

4. Bid Submission Requirements:

   • Bidders must submit their rates for each item in the BOQs and provide the total for each item as well as the grand total at the end of the bid, including all taxes (PST, where applicable).

   • Lump sum percentage bids will be treated as “Incomplete Bids” and will not be considered for financial evaluation.

5. Bid Security:

   • Bidders must submit a 5% bid security of the estimated cost on E-PAD.

   • An original hard copy of the CDR must be submitted to the Office of the Municipal Officer (Infrastructure) before the closing time of the bid. The bid will not be considered valid if the original CDR is not submitted.

   • The bid security will only be released upon submission of the original CDR.

6. Tax Responsibility:

   • The firms/contractors will be responsible for the payment of all applicable taxes at the time of payment release, as per the rules prescribed by the Government of Punjab.

7. PPRA Rules:

   • The current PPRA rules will be strictly applied. Any violation will result in rejection of the contractor's bid, in accordance with the rules.

8. Performance Security for Lowest Bidder:

   • The lowest bidder whose bid is 5% or more below the estimated cost of the work will be required to deposit a Performance Security of 10% of the contract cost in the form of a CDR from any scheduled bank within 15 days after the issuance of the Letter of Intent.

   • The performance security will be refunded upon the successful completion of the work; otherwise, the bid security will be forfeited in favor of the government.
