Tender Notice

The Punjab Irrigation Department, Muzaffargarh Canal Division, invites electronic bids under the Single Stage - Single Envelope procedure from eligible contractors/firms. Bidders must be registered with the Pakistan Engineering Council (PEC) under CE-04 category and enlisted with the Punjab Irrigation Department. All works are based on item rates under the 1st Bi-Annual MRS (January to June 2025) for District Muzaffargarh, as per PPRA’s e-tendering rules.

Key Guidelines for Bidders:

• Eligibility: Only PEC-registered contractors with CE-04 specialization and registration with PPRA and PRA for the year 2024–25 may apply.

• Bidding Process: Bids must be submitted electronically via the EPADS platform. Manual or hand-delivered bids will not be entertained.

• Bid Security: The bid security, preferably in the form of a Bank Guarantee or CDR (Call Deposit Receipt), must be submitted in original on the day of the bid opening to the office of the Executive Engineer, Muzaffargarh Canal Division.

• Performance Security: The lowest responsive bidder must provide a 10% Performance Guarantee, in addition to any other security required under PPRA Rule 56, from a scheduled bank.

• Document Requirements: Bidders must upload valid PEC license, professional tax receipt, CNIC, and PRA registration with their bid on EPADS.

• Attendance: All bidders or their authorized representatives must be present at the tender opening to witness the announcement of bids.

• Site Inspection: Bidders are advised to inspect the site and assess the work conditions before quoting their rates. Mobilization is expected immediately after the acceptance letter is issued.

• Conditional Bids: Any incomplete or conditional bid will be treated as non-responsive.

• Rejection Rights: The department reserves the right to accept or reject any or all bids in accordance with the PPRA Rules 2014.

• Tie Breakers: In case multiple bidders quote the same lowest rate, the final decision will rest with the competent authority.

• Contract Agreement: Successful bidders must sign a formal agreement promptly after receiving the acceptance letter and submit a work schedule within 7 days.

• Quality Assurance: Material testing during execution is the responsibility of the contractor. Failure will result in cost recovery by the department.

• Payment: Payment will be based on actual work done, subject to availability of funds and consultant clearance. No interest will be paid on delayed payments.

For any inconsistencies between these terms and the PPRA Rules 2014, the latter will prevail unless overruled by court decisions.
