NOTICE INVITING TENDERS
The Procuring Agency invites sealed tenders from well-reputed firms/constructors meeting the eligibility criteria stated below and bidding documents, with C4 PEC in relevant category codes for separate packages under the Single Stage - Two Envelopes Procedure, as per SPPRA Rules 2010 (Amended), for the following works:

Eligibility/Mandatory Criteria for Bidders:
- Valid PEC Registration Certificate (up to June 2025 or beyond) in relevant category and specialized codes.
- Valid Electrical License issued by the Government of Sindh.

Experience in similar work(s) executed within the last 3 years:
- At least 1 similar nature of work in jail premises with a minimum cost of 80% of the estimated cost, or
- At least 2 similar nature works in jail premises with a minimum cost of 50% of the estimated cost, supported by completion certificates.
- Bio-data of Engineering and Technical Staff.
- Average Annual Financial Turnover not less than the equivalent cost of the scheme/project over the last 5 years.
- Audited Reports for the last 3 years from an ICAP registered audit firm.
- List of Machinery/Equipment with documentary proof of ownership or rental.
- Certificate from Bank showing creditworthiness of at least 15% of the estimated cost of work for the last 3 years.
- Income Tax Registration (NTN) with active status with FBR.
- Annual Income Tax Returns for the last 3 years.
- Registration Certificate with Sindh Revenue Board (SRB).
- Technical proposal must be numbered and attested by the firm’s owner/CEO with a stamp.
Instructions:

Tender Documents can be obtained from the office of the Project Director (PMU) Prisons Department Sindh, Karachi, or downloaded from the SPPRA website
Fee: Rs. 3,000/- (non-refundable). -
Bid Security must be in the form of Pay Order/Call Deposit in favor of the Project Director (PMU), Prisons Department Sindh Karachi.

Tenders must be submitted on the prescribed tender document along with the required bid security as mentioned. Tenders without bid security will not be considered.

Submission and Opening of Bids:
- Tenders will be opened in the presence of the Procurement Committee and representatives of the participating firms.
- Each bid will be placed in two envelopes: Technical Proposal and Financial Proposal. Both envelopes should be clearly marked.

Evaluation: The Technical Proposals will be evaluated on a Pass/Fail basis. Financial proposals of only technically qualified firms will be opened.

Rejection of Bids:
- Conditional, electronic, or telegraphic bids will not be accepted.
- Bids without the required Bid Security will be rejected.
- Bids received after the specified date and time will not be considered.
- Bid validity is 90 days.

Procurement Authority’s Right:
The procurement authority reserves the right to reject any or all bids as per SPPRA Rules 2010 (Amended) and may cancel the bidding process at any time before the acceptance of a bid, under Rule 25 of the said rules.
