District Council Chakwal invites sealed bids through E-PADS (https://eprocure.gov.pk/) from contractors who are registered on E-PADS for the year 2024-25, for the following procurement activity, which covers MRS 1st Bi-Annual 2025 from 1st January 2025 to 30th June 2025 for District Chakwal.
The bidding process will be conducted in line with the “Single Stage Two Envelope” procedure as per the Punjab Procurement Rules 2014, and is open to all eligible bidders. Bidders must submit a bid security of the required amount in the form of CDR / Pay Order from any scheduled bank in Punjab, made in favor of the District Council Chakwal.

Bid Submission:

Bids should be prepared in accordance with the instructions in the bidding document and submitted via E-PADS by 10:00 AM PST on the closing date, 21st April 2025.

Bids will be opened at 12:00 PM PST on the same day via E-PADS in the presence of bidders or their representatives, who may attend the bid opening session at the Office of the District Council Chakwal.

Bid Security Submission:

The bidder must upload a scanned copy of the bid security on E-PADS and submit the original CDR to the undersigned by 10:00 AM on the closing date.

Failure to submit the original CDR will result in the disqualification of the tender.

Additional Performance Security:
-
As per Punjab Local Government (Works) Rules 2017, if the lowest bid is 5% or more below the estimated cost, the bidder will be required to deposit an additional performance security ranging from 5% to 10% (including the CDR) within 15 days of receiving the notice. The performance security will be refunded after the issuance of the completion certificate by the Engineering Branch.

The quoted rates must be item-wise and clearly readable.

Incomplete, ambiguous, or unfilled bids will be rejected.

Rejection of Bids:
-
The competent authority reserves the right to reject all bids at any time prior to the approval/acceptance of the tender rates.

Fake or forged documents will lead to disqualification and blacklisting of the contractor/firm.

Agreement & Work Order:
-
Upon issuance of the acceptance letter to the successful contractor, the contractor must execute an agreement with the department on stamp paper of the specified value within seven days for the issuance of the work order.

Rejection of Non-Responsive Bids:

Non-responsive, non-readable, non-signed, or non-stamped bids will be rejected.
