The Executive Engineer, Highways Division Jacobabad, invites sealed tenders under the Single Stage-Two Envelope Procedure, as per the Sindh Public Procurement Regulatory Authority (SPPRA) Rules 2010 (Amended 2024 & up to date), from interested persons, firms, suppliers, or pre-qualified companies for the procurement/execution of the following works under the Sustainable Development Goals Achievement Programme (SAP) 2024-25, District Jacobabad:

1. Construction of Road from Jacobabad Dargah Rehmatpur Road to Village Punhal Khan Brohi – 0.83 KM
   Approved Cost: PKR 20 Million
   Bid Security: 5% of total bid
   Completion Time: 24 Months

2. Reconditioning of Road from Dodapur Garhikhairo Road to Village Ali Hassan Brohi – 1.06 KM
   Approved Cost: PKR 20 Million
   Bid Security: 5% of total bid

3. Construction of Road from Village Khawand Dino Mahar to Village Bahawal Jafferi

Important Instructions:

• Method of Procurement: Single Stage-Two Envelope (Technical and Financial) – Sealed envelopes must be submitted separately for the technical and financial proposals. Any tender not submitted in the prescribed format will not be entertained.

• Bidding Documents:
  Bidders can obtain a complete set of bidding documents from the office of the Executive Engineer, Highways Division Jacobabad, upon payment of a non-refundable fee of PKR 3,000/-. Alternatively, documents can be downloaded from the official SPPRA website.

• Bid Security: All bids must be accompanied by earnest money in the form of a call deposit, pay order, or demand draft in the name of the Executive Engineer. The security should be submitted with the technical proposal.

Eligibility Criteria:

• Registration with the Pakistan Engineering Council (PEC) for the current year (2024 & 2025) in relevant categories (CE-01, CE-02, CE-03, CE-04, CE-05, CE-06).

• Valid NTN, GST, and SRB registration.

• Documentary evidence of previous works completed or in progress, including a certificate of satisfactory completion from previous employers.

• Bio data of civil engineers, technical staff, and management personnel.

• A list of available machinery and equipment.

• Financial stability evidence (Bank certificates and statements).

• Affidavit stating that the firm has not been blacklisted by any executing agency.

Terms and Conditions:

• Bid Validity Period: 30 days.

• Rejection Criteria:

  • Conditional, electronic, or telegraphic bids.

  • Bids not accompanied by the required bid security.

  • Bids received after the deadline.

  • Blacklisted firms.

• Retention on Running Bills: 5% SST will be recovered from running account bills.

The procuring agency reserves the right to reject any or all bids in accordance with the relevant provisions of the Sindh Public Procurement Rules 2010 (Amended 2019).
