Metropolitan Corporation Islamabad (MCI) is pleased to announce an open auction for sites intended for the establishment of Cattle Markets of Sacrificial Animals during Eid-ul-Azha 2025. These cattle markets will operate for a period of 13 days, from 1st Zilhajj to 13th Zilhajj.

Auction Schedule:

The auctions will take place at the Directorate of Municipal Administration, MCI Fire Headquarters Building, G-7/1, Islamabad according to the schedule below:

Requirements for Participation:

Interested bidders must submit the following documents before participating:

• Company/Firm Registration Certificate

• Copy of CNIC (Computerized National Identity Card)

• Copy of NTN (National Tax Number) Certificate

• Payment of earnest money and non-refundable processing fee

Tender documents (Terms of Reference - TORs) will be issued to interested parties upon a written request on official letterhead, along with a copy of the NTN certificate and:

• Pay Order/Bank Draft of Rs. 10,000/- (non-refundable) in favor of DDO DMA MCI

• Pay Order/Bank Draft as earnest money, as detailed below

Earnest Money Requirements:

• Rs. 10,000,000/- (Ten Million Rupees) for each of the following sites:

  • Cattle Market at Sector I-15 Markaz

  • Cattle Market near Facto Cement Factory, Sangjani

• Rs. 3,000,000/- (Three Million Rupees) for each of the following sites:

  • Cattle Market near Juhgi Stop, Bhara Kahu

  • Cattle Market near Sultana Foundation, Lehtrar Road

  • Cattle Market near Zia Masjid, Express Highway

Earnest money must be submitted through a Pay Order in favor of DDO/DMA/MCI.

Charges for Sellers:

The successful bidder will collect the following charges from animal sellers:

• Rs. 1,500/- per big animal (Camel, Buffalo, Cow)

• Rs. 1,000/- per small animal (Goat, Sheep)

Additional open space charges will apply at the approved rate of Rs. 143/- per square yard per month, adjusted for the number of days. This fee includes electricity for lighting and water facilities.

Terms and Conditions:

• Successful bidders must submit 100% of the bid value through Pay Order in favor of DDO/DMA/MCI before possession is given.

• Additional requirements include:

  • 10% of the bid value as Withholding Tax (WHT) in favor of FBR.

  • 10% of the bid value as a security deposit.

• In case of failure by the highest bidder, the bid will be offered to the next highest bidder, and earnest money may be forfeited if terms are not fulfilled.

• All facilities such as drinking water, electric generators, security, and compliance with relevant authority guidelines will be the bidder’s responsibility.

• DMA MCI reserves the right to cancel any or all auction proceedings without assigning any reason.

• Only bidders with valid tokens issued upon payment of earnest money will be allowed to participate.

• No documents will be issued on the day of the auction.
