The National Vocational and Technical Training Commission (NAVTTC), under the Ministry of Federal Education and Professional Training, is the apex body responsible for regulating and promoting Technical and Vocational Education and Training (TVET) in Pakistan.

1. Project Background

NAVTTC is launching its International Certification Initiative under PMYSDP Batch-II to provide internationally recognized certifications aimed at improving the global employability and competitiveness of Pakistani youth.

2. Scope of Services

NAVTTC invites competitive and cost-effective proposals from authorized vendor firms offering internationally recognized certifications, especially in IT and technical trades. The selected vendors shall be responsible for:

• Conducting assessments in accordance with international certification standards

• Issuing internationally accredited certifications to successful candidates

• Ensuring quality control and global compliance throughout the certification process

• Coordinating with NAVTTC to ensure seamless implementation across Pakistan

3. Eligibility Criteria

• Authorized vendor firms with international recognition and credibility

• Verifiable experience in offering certifications in IT and related technical domains

• Demonstrated capability to deliver certifications at a national level

• Willingness to comply with NAVTTC’s quality standards and operational timelines

4. Bidding Process

• Procedure: Single Stage – One Envelope, as per PPRA Rule 36(a)

• Bid Submission Deadline: 30th April 2025 at 11:00 AM

• Bid Opening: 30th April 2025 at 11:30 AM

• Venue: NAVTTC Headquarters, Plot No. 38, Kirthar Road, Sector H-9, Islamabad

Both Technical and Financial proposals must be submitted electronically via EPADS as well as in sealed hard copies before the deadline. Proposals not submitted through EPADS will not be entertained.

The complete Request for Proposal (RFP) and bidding documents can be obtained free of cost from:

• EPADS web portal of PPRA.

6. Terms & Conditions

• All terms and conditions outlined in the RFP shall strictly apply.

• NAVTTC reserves the right to accept or reject any or all bids in accordance with PPRA Rules 2004.
