TENDER NOTICE
Section-I: Invitation to Bids

Electronic Bids (e-Bids) are invited through the Punjab e-Procurement System (EPADS) for the Procurement and Repair of Software from eligible firms, companies, sole proprietors, general order suppliers, and joint ventures (if applicable). Bidders must be registered with relevant tax authorities (Income Tax, Sales Tax, Punjab Sales Tax), possess a Professional Tax Certificate for FY 2024-25, and be registered on the EPADS Portal.

Contracts will be awarded Lot-wise, and bidders must submit e-bids separately for each lot, in accordance with the Single Stage – Two Envelope Procedure under Rule 38(2)(a) of the Punjab Procurement Rules 2014.

Instructions & Conditions

1. Bid Security:

   • Must be uploaded (scanned copy) with the e-bid.

   • Original Bid Security (Lot-wise) must be submitted separately in a sealed envelope marked with the Bidding Document Number, Lot Number, and Title.

   • Formats allowed: CDR, Bank Guarantee, Demand Draft, or Pay Order.

   • Late submissions will be rejected.

2. Bid Submission Details:

   • Deadline: 01 May 2025 at 11:30 AM

   • Opening: 01 May 2025 at 12:00 PM

   • Bidders may attend the opening either physically or online.

3. Bid Requirements:

   • Technical and Financial Bids must be separate, duly signed, stamped, and uploaded on the EPADS portal.

   • Incomplete, unsigned, or late bids will not be considered.

4. General Guidelines:

   • Bidders must quote for all items within a lot. Any omission will render the bid non-responsive.

   • Evaluation will be based on the cumulative quoted rate for each lot.

   • Bidders should upload bids well in advance to avoid system issues. CTD is not responsible for any submission failures.

5. Performance Guarantee:

   • Upon acceptance of tender, the successful bidder must deposit a 10% performance guarantee of the total contract value in the form of a Bank Guarantee in favor of:
     SSP/Admin, Counter Terrorism Department Punjab, Lahore.

   • Refund will be made upon successful completion of the contract.

6. Rejection Rights:

   • CTD reserves the right to reject any or all bids as per Rule 35 of PPRA 2014.

   • Grounds for rejection will be communicated upon request, but justification is not mandatory.

7. Compliance Documents Required with Technical Bid:

   • Income Tax and Sales Tax registration certificates

   • Professional Tax Certificate for FY 2024-25

   • Any other documents as specified in the bidding documents

8. Applicable Rules:
   All proceedings will follow the Punjab Procurement Rules 2014. In case of conflict, the rules will prevail.
