Overview:

The Federal Board of Revenue (FBR) of Pakistan has received financing from the World Bank to support the Pakistan Raises Revenue Program (PPRP) and intends to apply part of the funds to the procurement of an Identity and Access Management (IAM) Solution and its implementation.

Invitation:

FBR invites eligible bidders to submit sealed bids for the Procurement of Identity and Access Management (IAM) Solution & Implementation, which includes the following:

• Complete IAM Solution: This includes the full identity lifecycle, Single Sign-On (SSO), Multi-Factor Authentication (MFA), and full system integration, including implementation.
• Training Services: On-site training for up to 6 technical resources.
• Support Services: Original Equipment Manufacturer (OEM) support for 3 years.

Bidding Process:

Bidding will follow the National Competitive Procurement process, as per the World Bank's Procurement Regulations for IPF Borrowers (July 2016, updated November 2017 and August 2016). The process is open to all eligible bidders as defined in the Procurement Regulations.

Documents and Information:

Interested bidders can obtain more information and inspect the bidding documents at the address below during office hours (10:00 AM - 2:00 PM, Business Days) at least seven (7) days before the bid submission deadline.

The bidding documents are available in English and can be downloaded for free from the official website. Bidders who choose to download the documents are requested to inform FBR in writing so they can receive any clarifications or amendments if necessary.

For those requiring hard copies of the documents, they may request them by email or through an official letterhead, duly signed and stamped by the authorized signatory. A non-refundable fee of PKR 15,000 (Pay Order/Demand Draft/Call Deposit Receipt) is required for the printed documents.

Submission Details:

• Bid Submission Deadline: 15th April 2025, by 11:30 AM.
• Late bids will not be accepted.
• Bids will be publicly opened on 16th April 2025, immediately after the submission deadline, in the presence of designated representatives and anyone who wishes to attend.

Bid Security:

All bids must be accompanied by a bid security in the form of a Pay Order, Demand Draft, Call Deposit Receipt, or Bank Guarantee amounting to PKR 2,000,000. The guarantee must be issued by a scheduled bank in Pakistan.

• The successful bidder will be required to disclose information on its beneficial ownership as part of the contract award process.
