Project Overview:

The Federal Board of Revenue (FBR), Pakistan, has secured funding from the World Bank to support the Pakistan Raises Revenue Program (PPRP). Part of these funds will be used to procure Network Security Equipment for FBR Data Centers.

FBR invites sealed bids from eligible bidders for the Procurement of Network Security Equipment as outlined below:

Eligibility Criteria:

The bidding process will follow the National Competitive Procurement procedure outlined in the World Bank’s Procurement Regulations for IPF Borrowers (July 2016, revised November 2017 and August 2018). The tender is open to all eligible bidders who meet the requirements specified in the Procurement Regulations.

How to Obtain Tender Documents:

• Download: The bidding documents can be downloaded free of charge from the FBR website: www.fbr.gov.pk/tenders.

• Printed Copy: If you prefer a hard copy of the documents, you may request them through email or official letterhead, along with a non-refundable fee of PKR 15,000 (payable via Pay Order/Demand Draft/Call Deposit Receipt).

• Clarifications: Bidders should inform FBR in writing to ensure they receive any clarifications or amendments related to the tender. Failure to do so may result in not receiving critical updates.

Pre-Bid Meeting:

A Pre-Bid Meeting will be held to clarify any questions bidders may have. You can attend either in person or virtually.

Bid Submission:

• Deadline: All bids must be submitted in person (no electronic submissions will be accepted) by 11:30 AM on April 29, 2025. Late submissions will be rejected.

• Bid Opening: The bids will be publicly opened on April 29, 2025 at 12:00 PM, immediately after the submission deadline.

Bid Security:

All bids must include a bid security in the form of a Pay Order/Demand Draft/Call Deposit Receipt or Bank Guarantee of PKR 9 million issued by a scheduled bank located in Pakistan.

• Beneficial Ownership Disclosure: As per Procurement Regulations, the successful bidder’s beneficial ownership will be disclosed in the Contract Award Notice using the Beneficial Ownership Disclosure Form, which is included in the bidding document.
