The Headmistress, Govt. Deaf & Defective Hearing Middle School, Rajanpur, invites E-Bids under Punjab Procurement Regulations 2024 and PPRA Rules 2014 (amended to date) from eligible suppliers (firms, companies, manufacturers, authorized agents/dealers/distributors, general order suppliers, and traders) registered with the relevant authorities including Federal Board of Revenue and Punjab Revenue Authority.

This procurement is for Plant & Machinery to support the upgradation of the school as a Centre of Excellence in District Rajanpur.

Terms and Conditions

  1. Only E-Bids submitted via the Punjab E-Procurement System (EPADS) by registered suppliers will be considered.

  2. Bidding documents containing complete specifications and conditions are available free of cost on the PPRA and EPADS platforms. In case of a public holiday, the next working day will be observed for bid submission and opening.

  3. Bidding will follow the Single Stage – Two Envelope procedure:

    • Technical Bid (with all required documents)

    • Financial Bid (inclusive of all applicable taxes)

  4. Original Bid Security (5% of estimated cost) must be submitted in hard copy as CDR, Bank Guarantee, Demand Draft, or Pay Order from any scheduled bank. It must be made in favor of the Headmistress, Govt. Deaf & Defective Hearing Middle School, Rajanpur, and submitted before the E-Bid deadline. Failure to do so will result in rejection of the bid.

  5. The successful bidder shall deposit a Performance Guarantee equal to 10% of the total contract value in accordance with PPRA Rules, which will be refunded after successful contract completion.

  6. All quoted rates should be in Pakistani Rupees, inclusive of all taxes. Taxes will be deducted as per government rules.

  7. E-Bid validity will be 90 days, and rates shall remain valid till 30 June 2025.

  8. Technical bids must be accompanied by copies of Income Tax and Sales Tax registration certificates along with other required documents.

  9. The Headmistress reserves the right to reject all E-Bids or proposals prior to their acceptance in accordance with Rule 35 of PPRA Rules 2014.
