Counter Terrorism Department (CTD), Punjab, invites Electronic Bids (e-Bids) for the procurement of various Plant & Machinery Items through the eProcurement System (e-Pak Acquisition Disposal System (EPADS)) available at www.punjab.eprocure.gov.pk. The bids are invited from eligible firms, companies, sole proprietors, general order service providers, or joint ventures (if applicable), who are registered with the relevant tax authorities (Income Tax, Sales Tax, Punjab Sales Tax, etc.), possess a valid professional tax certificate for the financial year 2024-25 from the Excise & Taxation Department, and are registered on the EPADS platform.

The e-bids should be submitted lot-wise as per the Technical Specifications provided in Section III of the Bidding Documents (BDS), as contracts will be awarded separately for each lot. Bidders are requested to submit bids according to the Single Stage-Two Envelope procedure as per Rule 38 (2)(a) of the Punjab Procurement Rules (PPR-2014).

Terms & Conditions/Instructions:

1. Bid Security: Each e-bid must be accompanied by a scanned copy of the Bid Security, corresponding to the estimated price mentioned for each lot, in the form of CDR/Bank Guarantee/Demand Draft/Pay Order. The original Bid Security must be submitted in an envelope clearly marked with the Bidding Document Number, Lot Number, and Title, before the closing date and time. Late bids will be rejected.

2. Bid Submission: Bidders must submit separate technical and financial bids online via the EPADS portal, which can be accessed at EPAD portal. The deadline for e-bid submission is 15.04.2025 at 03:00 PM. The e-bid opening will take place on 15.04.2025 at 03:30 PM, and bidders or their representatives may attend either physically or online.

3. Uploading Bids: Bidders are strongly advised to upload their bids well before the submission deadline to avoid any last-minute technical issues. The responsibility of the bidder lies entirely with the submission process.

4. Bid Evaluation: Incomplete, non-responsive, unsigned, late, or incorrectly submitted bids will not be considered for evaluation.

5. EPADS Registration: To participate in the bid, bidders must be registered on the EPADS Portal.

6. Bidding Documents: The full set of bidding documents, including terms, conditions, specifications, and requirements, can be downloaded free of charge from the following websites:

7. Performance Guarantee: Upon tender acceptance, the successful bidder must deposit a Performance Guarantee of 10% of the total contract value in the form of a bank guarantee in favor of the SSP/Admn, Counter Terrorism Department Punjab.

8. Rejection of Bids: The SSP/Admn reserves the right to reject all bids at any time before bid acceptance, as per Rules 35 of PPRA 2014. The grounds for rejection will be communicated upon request, but the CTD is not required to justify its decision.

9. Tax Deductions: Taxes will be deducted as per applicable government rules.

10. Single or Multiple Lot Participation: Bidders can participate in a single lot or multiple lots. However, each item within the lot must have a quoted rate for the bid to be considered responsive. The lowest bidder will be determined based on the cumulative price of the entire lot.
