The Punjab Higher Education Commission (PHEC), an autonomous body established by the Government of Punjab to improve and regulate higher education, invites sealed bids on a Lot-wise Contract basis from eligible suppliers for the procurement of the following items:

Important Information for Bidders

1. Eligibility:

   • Firms, companies, sole proprietors, and general order suppliers engaged in trading.

   • Must be registered with relevant tax authorities (Income Tax, Sales Tax, Punjab Sales Tax).

   • Must be registered on E-PADS under Rule 38(2)(a) of Punjab Procurement Rules (PPR) 2014.

2. Bidding Procedure:

   • Single Stage – Two Envelope bidding process.

   • Submit technical and financial proposals separately.

3. Bidding Documents:

   • Available immediately upon publication of this notice.

   • Can be downloaded free of cost from PPRA Website.

4. Submission of Bids:

   • Bidders must submit bids online through E-PADS.

   • Scanned copy of the Bid Security must also be uploaded.

   • Original Bid Security (in form of CDR, Bank Guarantee, Demand Draft, or Pay Order) must be delivered in a sealed envelope to:

     Chairman Secretariat, 10th Floor, Arfa Software Technology Park, Ferozepur Road, Lahore
     Deadline: May 5, 2025, at 11:00 AM

5. Bid Opening:

   • Bids will be opened on the same day, May 5, 2025, at 11:30 AM at PHEC office in the presence of bidders’ representatives (if any).

6. Bid Validity:

   • Minimum of 120 days from the last date of submission.

7. Taxation:

   • All applicable taxes will be deducted as per government rules.

   • Bidders must submit valid NTN and Sales Tax certificates.

8. Right to Reject:

   • PHEC reserves the right to reject all bids at any stage prior to acceptance.

9. Other Terms:

   • All rules and regulations of Punjab Procurement Rules 2014 will apply.

   • PHEC is not liable for any cost incurred by bidders in the preparation and submission of bids.
