Consequent upon the approval of the ADP Scheme titled “Establishment of Nawaz Sharif Centre of Excellence for Early Childhood Education at CLC, Lahore”, sealed tenders are invited for the procurement of Goods from Income Tax and General Sales Tax registered Manufacturers, Authorized Dealers, Supplier Firms, and Individuals.

Key Terms & Instructions

1. Bidding Scope:
   Bidders may apply for one or both lots. However, each selected lot must be quoted as a complete package. Partial bids within a lot will be rejected.

2. Bid Validity:
   All bids shall remain valid for a period of 45 days from the date of submission.

3. Bidding Procedure:
   The process shall follow Single Stage – Two Envelope procedure in accordance with Rule 38(2)(a) of PPRA Rules 2014.

   • Technical and Financial proposals must be submitted separately, duly completed, signed, and sealed.

4. Submission Method:

   • Bids must be submitted electronically via EPADS (E-Pak Acquisition and Disposal System) by 24th April 2025 at 11:00 AM.

   • Bid Opening: Same day at 11:30 AM through EPADS in the presence of bidders.

5. Bid Security:

   • Each bid must include a Bid Security of 2% of the estimated price in the form of Pay Order / CDR / Bank Draft, in the name of:
     "Children Library Complex Subscription".

   • A photocopy of the bid security must also be attached with the Technical Proposal. Failure to do so will render the bid non-responsive.

7. Additional Notes:

   • Children Library Complex will not bear any cost incurred for preparation or electronic submission of bids.

   • In case of any public holiday or non-working day, the next working day shall be considered as the deadline for bid submission/opening with the same time and venue.

   • The procuring agency reserves the right to reject any or all bids in line with Rule 35 of PPRA Rules.
