Government Special Education Centre, Sharaqpur Sharif invites E-bids through the EPADS Portal for the procurement of uniform items and shoes (for boys and girls) for winter and summer seasons for approximately 125 students. The procurement will be conducted under PPRA rules for the financial year 2024-25.

Bidding Procedure:

The single-stage two-envelope bidding procedure will be followed according to PPRA Rule 38, sub-clause 2 (Punjab Procurement Rules-2014, amended) and other relevant circulars/notifications issued by PPRA.

Tender Submission and Opening:

• Last date for submission of bids: 18th April 2025 at 10:00 AM on EPADS.

• Tender opening date: 18th April 2025 at 10:30 AM on EPADS.

Terms and Conditions:

1. Bidding Documents:
   Detailed terms and conditions along with the E-Tender Form can be downloaded free of cost from the following websites:

2. Estimated Cost & Bid Security:

   • Total Estimated Cost: PKR 1,800,000

   • Bid Security (CDR): PKR 90,000 (5% of the estimated cost), in favor of the Headmaster, Govt. Special Education Centre, Sharaqpur Sharif.

3. Submission of Bids:

   • Bidders must submit/upload all required bidding documents along with the CDR on EPADS.

   • The original hard copy of the Bid Security (CDR) must be submitted to the address below before the closing time of the e-bid submission. Failure to submit the original CDR will result in the rejection of the bid.

4. Rejection of Bid:

   • Bids with cutting/overwriting will be rejected.

   • Conditional or incomplete bids will not be accepted.

5. Eligibility Requirements:

   • Bidders must ensure they are registered with sales tax, income tax, and professional tax authorities for the financial year 2024-25.

   • The firm/bidder must not be blacklisted by PPRA or the procuring agency.

6. Sample Submission:

   • Bidders must submit samples of the uniform along with a laboratory test report issued from the NTRC or any Government Lab at the time of bid opening. The uniform will be checked for quality according to the specifications.

7. Non-Responsibility of Procuring Agency:

   • The procuring agency will not be responsible for any costs or expenses incurred by bidders in connection with the preparation or delivery of bids.

   • In case of an official holiday on the day of bid submission, the next working day will be treated as the closing date.

8. Right to Reject Bids:

   • The procuring agency reserves the right to reject all bids as per PPRA Rule 35 without providing any reason.

9. Performance Guarantee:

   • The successful bidder must furnish a Performance Guarantee of 10% of the contract amount and sign a contract agreement before the issuance of the supply order.

10. Financial Bid Opening:

    • Financial Bids of technically qualified firms will be opened after the grievance period.

    • CDRs of disqualified firms will be returned unopened upon request.

11. Pricing:

    • Rates must be quoted inclusive of all applicable taxes in Pak Rupees.

12. Sample Handling:

    • The samples submitted by the firms will be kept at the office of the Headmaster until the procurement process is completed.
