The Municipal Corporation, Dera Ghazi Khan invites tenders for the following scheme from Engineering Firms / Contractors on an item rate basis, as per the PPRA E-Tendering System, in accordance with the relevant PPRA Rules (amended up to date). The following terms and conditions apply:

Eligibility:

1. Eligibility Criteria: Only contractors/firms registered with the Pakistan Engineering Council (PEC) in the relevant categories (CE-01, CE-09, and CE-10) are eligible to participate.

2. Registration Requirement: Contractors must be registered on the Punjab PPRA Website. Detailed information about registration can be found on the PPRA website.

Tender Submission:

3. Earnest Money:

   • Contractors must upload the earnest money (in the form of CDR) in favor of the Chief Officer, Municipal Corporation, Dera Ghazi Khan, amounting to 5% of the estimated cost, on the PPRA website.

   • Contractors must also fill out the item rates for the work on the same website up to half an hour before the opening date and time of the tender.

   • The original CDR must be submitted to the Tender Opening Committee half an hour before the opening of bids on the same day. Bids without the original CDR will be considered non-responsive, and the firm/contractor will be disqualified.

4. Bid Opening:

   • After filling out the bids online, contractors are invited to attend the office of the Municipal Officer (Infrastructure), Municipal Corporation, Dera Ghazi Khan, on 17-04-2025 at 02:00 PM, where all bids will be retrieved.

   • The quoted rates and the successful bidder will be announced in the presence of the Tender Opening Committee on the same date at 02:30 PM.

5. Fake Documentation:

   • If any contractor/firm submits fake information/documents, such as fake CDR/receipts, they will be disqualified from the current tendering procedure and blacklisted from participating in future tenders of the department.

   • The PPRA and PEC will be informed for further action, including blacklisting.

6. Rejection of Bids:

   • The procuring agency has the right to reject all bids or proposals at any time before the acceptance of a bid, under PPRA Rule 35.

7. Rate Percentage:

   • Bids submitted with percentage rates will be considered non-responsive.

8. Additional Performance Security:

   • If the lowest bid is less than 5% of the sanctioned estimated cost, the bidder must deposit the difference between their quoted rate and the sanctioned estimated cost as an additional performance security. This security will be refunded upon successful completion of the work.

   • The bidder must deposit the additional performance security within 15 days of receiving the tender. Failure to do so will result in the forfeiture of the earnest money.
