Municipal Corporation, Dera Ghazi Khan invites tenders for the following scheme from Engineering Firms/Contractors on an item rate basis, in accordance with the PPRA E-Tendering System and relevant PPRA Rules (amended to date). All firms/contractors can participate in the tendering process under the following terms and conditions.

Tender Details:

1. Eligibility Criteria:

   • The intending contractors/firms must be registered with the Pakistan Engineering Council (PEC) in the relevant category/codes (CE-01, CE-09, & CE-10).

2. Registration:

   • Contractors/firms must be registered on the Punjab PPRA Website

   • For any registration-related information or procedures, please visit the PPRA website: ppra.punjab.gov.pk/e-procurement.

3. Earnest Money:

   • Bidders must upload earnest money in the form of CDR in favor of the Chief Officer, Municipal Corporation, Dera Ghazi Khan, equivalent to 5% of the estimated cost on the Punjab PPRA portal.

   • The original CDR must be submitted to the Tender Opening Committee half an hour before the bid opening time. Failure to do so will render the bid non-responsive, and the contractor will be disqualified.

4. Tender Opening:

   • After completing the bidding process on the website, contractors may attend the office of the Municipal Officer (Infrastructure), Municipal Corporation, Dera Ghazi Khan, on 17-April-2025 at 02:00 PM.

   • The tender opening will take place on the same day at 02:30 PM, where all bids will be retrieved and rates announced in the presence of the Tender Opening Committee.

5. Fake Information/Document Submission:

   • Submission of fake information or documents (e.g., CDR/receipt) will lead to disqualification of the contractor/firm from the current tendering process and blacklisting for future tenders.

   • The Municipal Corporation will recommend appropriate action/blacklisting to PPRA and PEC against such firms.

6. Rejection of Bids:

   • As per PPRA Rule-35, the procuring agency may reject all bids or proposals at any time before accepting a bid or proposal.

7. Percentage Rate Bids:

   • Bids with percentage rates will be considered non-responsive.

8. Performance Security:

   • If the lowest bidder quotes a bid less than 5% of the sanctioned estimated cost, they must deposit the difference between the quoted bid and the estimated cost as additional performance security.

   • The performance security will be returned on successful completion of the work/contract as per the Government of Punjab Finance Department Notification No. RO(TECH)FD-1-2/2017, dated 16-11-2022.

   • Failure to deposit the required performance security within 15 days will result in the forfeiture of the earnest money.
