Walton Cantonment Board, as the procuring entity, invites sealed bids for the following original work on the basis of the MES Schedule of Rates 2021 (amended to date). Bidders should submit their offers either at a percentage above, below, or at par for scheduled items and based on market rates for non-scheduled items, in accordance with the Single Stage Two Envelope Procedure under Rule 36(b) of the PPRA Rules 2004 (as amended).

This invitation is open to contractors/firms who hold valid registration with the Pakistan Engineering Council (PEC) in the C-4 category or above, for the year 2024-25, and are on the Active Taxpayers List (ATL) of the Federal Board of Revenue.

Details of the Work:

Terms & Conditions:

1. Tender Documents:

   • The tender documents, including the invitation, instructions to bidders, form of bid, conditions of contract, specifications, and bill of quantities, can be obtained from the office of Cantonment Board Walton during office hours. The cost of the bidding documents is as mentioned in the tender notice (non-refundable).

2. Bid Security:

   • A bid security of 2% of the estimated cost must be provided in the form of a Call Deposit in favor of the Executive Officer, Cantonment Board Walton, from a scheduled bank. This must be submitted along with the technical proposal. An affidavit stating the inclusion of the bid security must also be attached. Non-validated bid securities may lead to penal actions.

3. Bid Submission:

   • Bidders must submit their proposals in two separate envelopes:

     • Technical Proposal: Containing the necessary documents and bid security.

     • Financial Proposal: Containing the bid price.

   • Both envelopes must be placed inside a single sealed envelope addressed to the Office of Cantonment Board Walton, R.A. Bazar, Lahore, and submitted within the specified time frame.

4. Evaluation Criteria:

   • The technical proposals will be evaluated based on:

     • Experience in similar projects (e.g., work orders or completion reports).

     • Financial standing and bank certificate for the last 5 years.

     • Income Tax certificate showing tax payments for the last 5 years.

     • Details of technical staff for the proposed works.

     • An affidavit confirming no blacklisting or involvement in litigation with government/semi-government entities.

     • Affidavit confirming bid security inclusion.

     • Information on own machinery for the project.

   • The firms must have renewed their PEC enlistment for 2025 and hold a valid PEC license.

5. Opening of Financial Bids:

   • Only technically responsive bidders will have their financial proposals opened after evaluation of the technical bids. Financial proposals of non-responsive bidders will be returned unopened.

6. Performance Guarantee:

   • Contractors who quote bids more than 10% below the MES schedule of rates or engineer's estimate will be required to submit a performance guarantee of 10% of the estimated cost as per Rule 39 of PPRA Rules 2004.

7. Taxes and Deductions:

   • All applicable government taxes (Federal, Provincial, or others) will be deducted as per prevailing policies.

8. Incomplete Bids:

   • Bids with incomplete or illegible forms, overwriting, or missing signatures and stamps will be declared non-responsive.

9. Agreement:

   • The successful bidder will be required to enter into an agreement with the Cantonment Board Walton, and all terms and conditions, including this tender notice, will be binding on the bidder.

10. Rejection of Bids:

    • In accordance with PPRA Rule 33, Walton Cantonment Board reserves the right to reject all bids at any time prior to acceptance.

Additional Information:

• The financial bids of only those contractors who meet the technical requirements will be opened at a later date.

• If the tender cannot be opened on the scheduled date due to unforeseen circumstances, the next opening date will be 28th April 2025 at 12:00 PM.
