1. Invitation for Tenders:
Tenders are hereby invited from firms/contractors registered with the Pakistan Engineering Council (PEC) and also registered on E-PADS, in accordance with the Government of Punjab Directions for the financial year 2024-25.

2. Submission and Opening of Bids:

• The bids must be submitted by 23rd April 2025 at 10:00 AM.

• Bids will be opened on the same day, 23rd April 2025 at 01:00 PM in the office of the Assistant Engineer LG&CD, Civil Sub-Division, Lahore in the presence of the Tender Opening Committee and contractors or their representatives, who may wish to be present.

3. Tender Documents:
Interested bidders/contractors/firms can obtain the Tender Documents via E-PADS and are required to submit their bids electronically through the same platform. Manual bids will not be accepted.

4. Earnest Money:
Bidders/contractors/firms must submit the original CDR along with the application in the office of the Assistant Engineer LG&CD, Civil Sub-Division Lahore before the opening time of tenders.

5. Bid Submission Requirements:

• There should be no cutting/amendment in the bid quoted by the contractors through the electronic system.

• Telephonic/conditional bids or bids submitted without earnest money will not be entertained.

6. Tax Responsibilities:
Contractors are responsible for the payment of all applicable taxes during the release of payment as prescribed by the Government of Punjab.

7. Compliance with PPRA Rules:
All tenders will be strictly evaluated under current PPRA Rules. Bids that violate the rules will be rejected.

8. Disqualification for Fake Documents:
If any firm/contractor submits fake information/documents such as CDR/Pay Order, they will be disqualified from the tendering procedure and blacklisted from participating in any future tenders issued by the LG&CD Department. Recommendations will also be made to PPRA and PEC for appropriate action.

9. Right to Reject Bids:
As per PPRA Rule-35, the procuring agency reserves the right to reject all bids or proposals at any time prior to acceptance.

10. Performance Guarantee:
The contractor is required to submit a performance guarantee as per the PPRA Rules.

11. Return of CDRs:
All CDRs will be returned after verification from the concerned bank.

12. Quotation of Rates:
All bidders must quote their rates against each item of the DNIT/BOQs (not in percentage) in the financial bid, as per PPRA circular No. L&M(PPRA)10-1/2011/008595 dated 11-10-2024. Bids with rates quoted as percentages will be deemed non-responsive and will not be included in the evaluation.

13. Incomplete Bids:
Incomplete financial bids, such as blank DNIT/BOQs, will be declared non-responsive.

14. Eligibility Criteria:
Contractors/Firms holding PEC License with code CE-09 & C-5(11) and/or C-6(11) are eligible to quote their rates against the DNIT of Scheme mentioned at Sr. No. 09.
