Punjab Highway Department invites item-rate tenders through the PPRA e-Tendering System for the schemes listed below, in accordance with PPRA Rules (amended to date). Bidding is open to engineering firms/contractors fulfilling the following criteria:

Eligibility & Submission Guidelines:

1. Bidders must be registered with Pakistan Engineering Council (PEC) in the relevant category and possess a valid PEC license.

2. Bidders must be registered on the Punjab PPRA e-Procurement Portal

3. Earnest money @2% of the estimated/bid cost must be uploaded (as CDR in favor of Executive Engineer) via the e-portal and physically submitted 30 minutes before bid opening, or the bid will be disqualified.

4. Bids will be opened on 30-04-2025 at 11:00 AM at the Commissioner Office, Multan.

5. Any fake document (e.g., CDR/receipt) will lead to blacklisting and reporting to PPRA & PEC.

6. Procuring agency may reject bids per PPRA Rule-35.

7. Rigid Pavement must be laid using batching plant and paving machine.

8. TST/DST/Surfacing must be done using mechanized system.

9. Manual adjustments for recovery of old materials will be considered in evaluation.

10. No price variation under Clause-55 will be allowed.

11. Bidders must quote item-wise rates as per approved BOQs/DNIT. Percentage-based bids will not be accepted.
