1. Project Background

The Project Implementation Unit (PIU) of the PULSE Project, under the Punjab Land Records Authority (PLRA) and funded by the World Bank, invites sealed bids from eligible and qualified bidders for:

Procurement of Android-Based Survey Services for Chiniot, Mianwali, and Vehari Districts, on a lot-wise basis, under Package-1.

2. Bidding Process

• Method: National Competitive Procurement (NCP)

• Procedure: Single Stage – One Envelope

• Applicable Regulations: World Bank’s “Procurement Regulations for IPF Borrowers,” dated November 2020

• Eligibility: Open to all bidders as defined under the regulations.

4. Submission Details

• Bid Submission Deadline: 14th May, 2025 at 11:00 AM

• Submission Mode: Hard copy only (Electronic bids are not accepted)

• Opening of Bids: Immediately after the submission deadline on the same day, in presence of bidders’ representatives.

5. Bid Security

• Requirement: All bids must include a Bid Securing Declaration (per lot).

• Separate declaration forms are required for each lot being bid.

6. Important Notes

• The World Bank requires the disclosure of the beneficial ownership of the winning bidder as part of the Contract Award Notice.

• The Beneficial Ownership Disclosure Form is included in the bidding documents and must be submitted accordingly.
