Punjab AIDS Control Program (PACP), Health & Population Department, Government of Punjab, invites sealed bids from eligible bidders (as specified in the bidding documents) for the procurement of various items, as listed below. The procurement will be conducted on a free delivery to the consignee's end basis (DDP Basis) under the PPRA Rules.

Instructions to Bidders:

1. Bidding Documents: Detailed specifications, quantity, terms, conditions, etc., can be downloaded free of cost from the Punjab Procurement Regulatory Authority (PPRA) website and the Health & Population Department website. No tender fee is required. Please refer to the bidding documents for the bid validity period.

2. Bidding Process: The bidding will be conducted via open competitive bidding using the Single Stage-Two Envelopes method, as per Punjab Procurement Rules 2014 (amended). Bids must be submitted electronically via the EPADS system at PPRA's e-procurement portal.

   • Bid Submission Deadline: Bids must be submitted on EPADS on or before 11:00 AM PST on 18th April 2025.

   • Technical Bid Opening: The technical bids will be opened on the same day at 11:30 AM PST in the Committee Room of Punjab AIDS Control Program (PACP) Complex.

3. Bid Security: Bidders are required to submit a Bid Security (not exceeding 5% of the estimated cost) as mentioned in the bidding documents for each lot. The bid security should be in the form of a Bank Guarantee or Call Deposit Receipt (CDR) in favor of the Project Director, Punjab AIDS Control Program from any scheduled bank. The original Bid Security should be submitted to the procuring agency at the address specified in the bidding documents.

4. Bid Submission: Bids submitted by hand or through courier will not be accepted. Only electronic submissions through EPADS will be considered valid.

5. Holiday Clause: In the event that the bid opening date is declared a public holiday or non-working day by the government, the next official working day will be considered the submission and opening day. The time and venue for the bid opening will remain the same.
