The Punjab Highway Department invites electronic bids through the PPRA E-Tendering System from eligible engineering firms/contractors for the following road work scheme, on item-rate basis, in accordance with updated PPRA Rules.

Eligibility Criteria & Submission Instructions

1. PEC Registration: Firms/contractors must be registered with Pakistan Engineering Council (PEC) in relevant category/codes.

2. E-Procurement Portal: Bidding is only permitted through the Punjab PPRA e-Procurement System.

3. Earnest Money: Must be submitted as CDR in favor of the Executive Engineer, Road Construction Division, Lahore, equal to 2% of the estimated/bid cost.

   • Electronic bid entry deadline: Half hour prior to opening.

   • CDR submission deadline: Physically to the Tender Committee, half hour before opening.

   • Late CDR submission will result in disqualification.

4. Bid Opening Venue: Bids will be opened on 30-04-2025 at 11:30 AM at the Office of Commissioner, Lahore Division, Lahore in the presence of the Tender Opening Committee.

5. Fake Documents Warning: Submission of fake information (e.g., CDRs, receipts) will result in disqualification, blacklisting, and referral to PPRA and PEC for further action.

6. Right to Reject: The procuring agency may reject all bids/proposals as per PPRA Rule-35.

7. Technical Conditions:

   • Rigid Pavement must be laid using concrete batching plant and concrete paving machine.

   • No price variation is admissible on special repair works (per Notification No. SOH-V(C&W)2-6/2021(D), dated 20-02-2023).

   • TST/DST/Surfacing should preferably be executed using mechanized systems.

   • Credit recovery for old materials will be adjusted manually during evaluation.
