Punjab Highway Department invites tenders from eligible and experienced engineering firms and contractors for the following road improvement scheme, as per the PPRA E-Tendering System and in accordance with the updated Punjab Procurement Rules.

Terms & Conditions

1. Eligibility: Only contractors/firms having valid registration with the Pakistan Engineering Council (PEC) in relevant category/codes are eligible to participate.

2. E-Tendering Requirement: All participants must be registered on the Punjab PPRA e-procurement portal EPADS. Details for registration and system usage are available on the portal.

3. Earnest Money:

   • A Call Deposit Receipt (CDR) equal to 2% of the estimated/bid cost must be uploaded with the online bid in favor of the Executive Engineer, Highway Division Rawalpindi.

   • The original CDR must be submitted to the Tender Opening Committee half an hour before the bid opening time on 28-04-2025, failing which the bid shall be disqualified.

4. Bid Opening Procedure: After submission, all bidders may attend the opening of tenders at the Office of the Commissioner, Rawalpindi Division on 28-04-2025 at 2:30 PM, where rates will be announced publicly in the presence of the Tender Opening Committee.

5. Fake Submissions: Submission of forged documents, including fake CDRs or receipts, will lead to disqualification, blacklisting from all future projects, and further reporting to PPRA and PEC for disciplinary action.

6. Right to Reject: The Procuring Agency reserves the right to reject all bids at any stage under PPRA Rule 35.

7. Execution Standards:

   • Rigid Pavement must be executed using concrete batching plants and paving machinery.

   • TST/DST/Surfacing is to be completed using mechanized systems.

   • Any recovery against credit of old material will be evaluated and adjusted manually in the final bid evaluation.
