Lahore Development Authority (LDA) invites e-tenders on item rate basis under the Single Stage – Two Envelope procedure, as per PPRA Rule 38(2)(a), from engineering firms/contractors registered on the EPADS system. Firms must hold a valid PEC license (Category C-5 & above), be active tax filers (NTN & PNTN), and meet all eligibility and evaluation criteria.

Tenders are invited for the following development works under NA-123, Lahore:

Participation & Submission Guidelines:

1. E-Bidding Platform:
   Interested contractors must register and submit bids via the E-Pak Acquisition and Disposal System (EPADS) as per PPRA Regulations.

2. Availability of Documents:
   Technical and Financial Bidding Documents are available for free on the EPADS and PPRA websites and are immediately accessible upon this publication.

3. Proposal Submission:

   • Bids must be submitted in PDF format (both Technical and Financial) via the EPADS system.

   • Financial proposals should include tender rates and amounts both in figures and words as per BOQ format.

   • Only technical bids will be opened on the day of submission; financial bids will be opened later, only for technically responsive bidders.

4. Bid Security:

   • 5% of the estimated cost, submitted as Bank Guarantee from any scheduled bank in favor of Lahore Development Authority.

   • The original bid security must be submitted to the LDA office before the bid submission deadline.

5. Important Conditions:

   • Late, incomplete, unsigned, or conditionally submitted bids will be rejected.

   • Bids found to be corrupt, unreadable, or containing malware will be disqualified.

   • The procuring agency reserves the right to reject any or all bids, in accordance with PPRA rules.

   • All applicable government taxes will be deducted at the time of payment.
