Punjab Highway Department invites tenders for the following scheme from engineering firms/contractors on an item-rate basis, in accordance with the PPRA E-Tendering System and the relevant PPRA Rules (amended up to date). All firms/contractors who meet the following conditions are eligible to participate in the tender process:

Eligibility Criteria:

1. Registration: Contractors/Firms must be registered with the Pakistan Engineering Council (PEC) in the relevant category/codes, with a valid PEC license.
2. PPRA Registration: Contractors/Firms must be registered on the Punjab PPRA website. For further information on registration, please visit ppra.punjab.gov.pk/e-procurement.
3. Earnest Money: Contractors must upload the earnest money in the form of a CDR in favor of the Executive Engineer at 2% of the estimated/bid cost. The CDR and rates against the items of work must be uploaded on the website no later than half an hour before the opening of the tender. The original CDR must be submitted to the tender opening committee on the same day, half an hour before the opening of bids, or the contractor will be disqualified.
4. Bid Opening: After filling the bids on the website, contractors are invited to attend the Commissioner Office, Multan on 16-04-2025 at 01:30 PM. Bids will be retrieved and quoted rates/successful bidders will be announced in the presence of the Tender Opening Committee.
5. Fake Information: Contractors who submit any fake information/documents, such as fake CDRs or receipts, will be disqualified from the current tender process and blacklisted from participating in any future tenders of the C&W Department. Additionally, recommendations for blacklisting will be made to PPRA and PEC for further action.
6. Bid Rejection: The procuring agency reserves the right to reject all bids or proposals at any time prior to the acceptance of a bid or proposal, under PPRA Rule-35 (Rejection of Bids).
7. Pavement Requirements: Rigid Pavement should be laid using a concrete batching plant and concrete paving machine.
8. Execution Method: TST/DST/Surfacing work should be executed by mechanized systems.
9. Material Recovery: Recovery against the credit of old material will be adjusted manually, and bids will be evaluated accordingly.
10. Price Variation: No price variation will be admissible under Clause-55 for these schemes.
11. Rate Submission: All bidders must quote item rates against each item listed in the approved DNIT / BOQs. Rates quoted in percentage above or below the approved cost will not be accepted.
