Punjab Highway Department invites tenders from qualified engineering firms and contractors for the following work, based on item rates as per the PPRA E-Tendering System. The process will be conducted in line with the latest PPRA Rules and Regulations. All interested contractors and firms are welcome to participate under the following conditions:

1. Eligibility: Only contractors and firms that are registered with the Pakistan Engineering Council in the relevant category and codes are eligible to participate.

2. Registration: Contractors and firms must be registered on the Punjab PPRA website (www.punjab.eprocure.gov.pk). For any queries related to registration, please refer to the website’s e-procurement section.

3. Earnest Money: Contractors must upload the earnest money (in the form of a CDR) in favor of the Executive Engineer, Highway Division, Sheikhupura, equivalent to 2% of the estimated bid cost. The earnest money and the rates for the work must be filled out on the PPRA website no later than 30 minutes before the scheduled bid opening time. The original CDR must also be submitted to the Tender Opening Committee on the same day, at least 30 minutes before the opening. Any delay or failure to submit the original CDR will result in disqualification from the bidding process.

4. Bid Opening: Contractors are invited to attend the bid opening at the office of the Commissioner, Lahore Division, Lahore, on April 23, 2025, at 11:30 AM. During this session, all bids will be retrieved, and the successful bidder will be announced in the presence of the Tender Opening Committee.

5. Disqualification for Fraud: Any contractor or firm found submitting fake documents, including CDRs or receipts, will be immediately disqualified from the current tendering process. Additionally, the contractor/firm will be blacklisted from participating in any future tendering procedures within the C&W Department, with a formal recommendation for blacklisting to PPRA and PEC.

6. Rejection of Bids: The procuring agency reserves the right to reject all bids or proposals at any time before accepting a bid, as per PPRA Rule 35 (Rejection of Bids).
