Punjab Highway Department invites tenders from Engineering Firms/Contractors on an item rate basis, in accordance with the PPRA E-Tendering System and the relevant PPRA Rules (amended up to date). All firms/contractors may participate in the tendering process under the following terms and conditions:

Terms & Conditions:

1. Eligibility Criteria:

   • The intending Contractors/Firms must be registered with the Pakistan Engineering Council (PEC) in the relevant category/codes.

2. Registration on PPRA Website:

   • Contractors/Firms must be registered on the Punjab PPRA Website

   • Any information or procedures related to registration can be obtained from the PPRA website: ppra.punjab.gov.pk/e-procurement.

3. Earnest Money:

   • All intending contractors/firms must upload earnest money in the form of CDR in favor of the Executive Engineer, Highway Division, Sheikhupura, amounting to 2% of the estimated/bid cost.

   • The original CDR must be submitted to the Tender Opening Committee half an hour before the opening of bids. Failure to do so will result in disqualification of the firm/contractor.

4. Tender Opening:

   • After filling the bids on the PPRA website, contractors must attend the office of the Commissioner, Lahore Division, on 23/04/2025 at 11:30 AM, where all bids will be retrieved and the successful bidder will be announced in the presence of the Tender Opening Committee.

5. Fake Information/Documents:

   • If any fake information/documents such as CDR or receipt are submitted, the Contractor/Firm will be disqualified from the current tendering procedure and blacklisted from participating in future tenders with the C&W Department.

   • The PPRA and PEC will also be informed for appropriate action and blacklisting.

6. Rejection of Bids:

   • As per PPRA Rule-35, the procuring agency may reject all bids or proposals at any time prior to the acceptance of a bid or proposal.

7. Rigid Pavement Requirements:

   • Rigid pavement shall be laid using a concrete batching plant and concrete paving machine.
