Percentage/Item Rate Tenders are invited through E-PADS (E-Pak Acquisition and Disposal System) from eligible contractors in accordance with the TS rates (current MRS) for the following development schemes:

Terms & Conditions:

• Bid Security (Earnest Money):
  Must be attached on E-PADS in shape of CDR and submitted physically to the Municipal Committee Taxila office before the bid opening.

• Eligibility:
  Only contractors with a valid Pakistan Engineering Council (PEC) Certificate are eligible to apply.
  The PEC Certificate (hard copy) must be presented at the time of bid opening.

• Submission Method:
  Tenders will be submitted and opened only via E-PADS.

• Rates Quotation:
  Contractors must quote both in figures and words, on percentage or item-rate basis.

• Rebate:
  No rebate on tender rates is acceptable.

• Completion Time & Progress:
  Timely completion and proportionate progress are mandatory. Delays may lead to disqualification.

• Procurement Rules:
  All procedures will follow PPRA Rules 2014.

• Performance Security Clause:
  If a bidder’s quoted rate is 5% or more below the estimated cost, the bidder must deposit the difference (up to 10%) as Performance Security in the form of a Call Deposit from any scheduled bank as per PPRA Rule 56 and PLG Works Rules (9)(d).
